Oman currently does not have VAT as an additional tax. A treaty regarding VAT could be signed by the GCC Finance Ministers in principle. This will establish the GCC’s taxation standard. Each GCC member state will be able to issue VAT legislation at its national level thanks to the treaty. Common law will contain a fully functioning VAT system.
